Cleveland Hopkins International
Airport
This project involves serving as
Cleveland City Council’s
representative to the 5-year, $1.45
Billion expansion of Cleveland
Hopkins International Airport. This
Project - with its nearly 150
subprojects — will create a new era
for air travel in Northeast Ohio.
This project requires monitoring
three areas that are most critical
to the Council: schedule, budget and
EEO compliance. We report directly
to Council leadership on Project
status and workforce diversity —
including a reporting role on
legislative oversight and policy
initiatives.
Proprietary software and information
systems were developed - permitting
real-time interaction with
Cleveland’s Dept. of Port Control on
the developments that are in various
phases of programming, planning and
construction.
Three subprojects are currently in
various stages of completion : the
City’s Residential Sound Insulation
Program, involving a total of over
4,000 homes at a cost of over $100
million; construction of the new $50
million CHIA Parking Garage; and,
the $150 million Continental
Airlines Expansion — including its
new Concourse D required for CAL’s
hub operation for state-of-the-art
regional-jet service. |

by the state legislature to allow
this project to be bid design-build
in order to fast track the
construction of this facility.
The approximate 12 acre site sits on
the shores of Lake Erie on the
westerly boundary of the City of
Geneva in Ashtabula County. The
facility includes a 110 room lodge,
conference facilities, swimming

Testimonials
"Hiring Mark Horton and CT
Consultants as our Owner
Representative was the best decision
we made as we prepared to build our
new campus. Their ability to clearly
communicate with us on technical
matters has made a complex process
understandable and we are grateful
for the support and guidance they
have provided through this
challenging process."
- Mimi Mayer Former Executive Director, Lawrence School

"As we break ground for our new
municipal courthouse, I want to take
the opportunity to thank Mark Horton
and commend him for the remarkable
job he has done for us. His help in
guiding us through the "virgin
territory" of municipal design build
has been invaluable. Frankly, I
don't know how we would have done it
without him. The entire staff at CT
Consultants has been a pleasure to
work with, and your personal
attention to our project is greatly
appreciated. I would welcome the
opportunity to recommend Weston and
CT Consultants to any potential
clients."
- Mayor David Anderson, City of Willoughby

"Mark Horton and CT Consultants was
engaged by Hiram College to assist
us with our Coleman Sports
Recreation and Fitness Center. This
is the largest project we’ve done at
Hiram in recent memory. Mark has
done a superb job for us. The
project is on time, on budget, and
with the kind of quality that we
were anticipating. Hiring Mark was
one of the best decisions we made in
this project.”
- Thomas Chema, President of Hiram College

"Mark Horton and CT Consultants,
offers expertise and knowledge that
few of us undertaking a large scale
construction project have. It is a
comfortable feeling knowing that our
organization had solid advice about
what we should and shouldn't expect
and how to evaluate costs. In our
case, we were able to assure the
donors who made our project possible
that we didn't build too much or too
little and that their resources were
used responsibly."
- Anne Goodman, Cleveland Foodbank Executive
Director

"The experience and professional
skills of Mark Horton were
invaluable in keeping our project on
schedule and on budget. There is no
way we could have achieved the
success we did without Mark Horton
and CT Consultants as our Owner’s
Representative."
- Robert Boggs, Ashtabula County Commissioner

“I would like to take the
opportunity to express my sincere
appreciation for the work Mark
Horton and CT Consultants has done
over the past several years at Summa
Health System. The proficiency and
professionalism demonstrated added
greatly to the success of the
projects you were involved with;
whether it was planning, programming
or Owner’s Representative
responsibilities.”
